But that said, you need to first ensure that the plugin is still supported and that it has been tested with the current network version of WordPress.

You should also check the Plugin forum to see if there's already been a discussion on that Plugin - and maybe start a new discussion on it before requesting. Reason being is that since there are almost always multiple Plugins for and task - some are better than others. It might be that a better one exists, and may already be installed. Also of the thousands of plugins - many are old and may either no longer work well with the current version our are no longer needed as its function was incorporated into WordPress itself.

That said - to request a Plugin being added to the network library, submit a Support Ticket.
